Upgrade of Riccarton Road West Notice of Requirement
The Dunedin City Council has publicly notified a Notice of Requirement to permit the upgrading of Riccarton Road West between Gladstone Road South and SH87.
Riccarton Road West, from Gladstone Road South to SH87, is a narrow rural road of approximately 4.2km, with no provision for non-motorised users of the road. As a consequence of the DCC acquiring land for road-widening the legal road width varies from 9.9m to 18.4m and is flanked by deep drains.
The upgrade will provide:
- a separate shared path for use by pedestrian, cyclists and horse riders,
- wider traffic lanes and sealed shoulders giving a total seal width of 8.5m,
- reduced roadside hazards,
- improved visibility and layout at the Gladstone South Road, Bush Road and Dukes Road South intersections,
- improved visibility at the Silver Stream Bridge approaches and a number of driveways.
Landscape mitigation is being developed in ongoing consultation with landowners and will be established where practical before construction starts. Draft conditions are included in the Notice of Requirement. Construction will be staged over approximately 18 months, starting in 2012 or 2013, subject to the planning process and unforeseen circumstances.
Riccarton Road West's use as part of the Mosgiel Taieri arterial route network was identified in the Dunedin City Transportation Strategy, 2006. The upgrade has been identified in the DCC Long Term Council Community Plan and the Regional Land Transport Programme and funding is allowed for in the National Land Transport Programme.
Resource consents required from the Otago Regional Council and authorisations from other organisations will be applied for as necessary and as soon as is practicable. Full information about the proposal is available on the DCC website and at Dunedin Public Libraries and DCC Service Centres.
