Parking Strategy Reviewed

The DCC has completed an examination of expressions of concern arising from the implementation of its new Parking Strategy.

 

Since the new regime came into effect in early July the Parking Strategy Working Party (Crs Guest, Brown, Noone, Bezett) has reviewed 120 letters from both business and residential sources, all of which have been considered and responded to within the frame-work of the wider Parking Strategy.

Each of those asking for a reconsideration has now been written to with an explanation of the Working Party's decision.

The overall outcome, following recommendations from the Working Party, has been:

 

  • changes to the original implementation details in just over 20 locations;
  • a doubling of the P5 Loading Zone spaces since the introduction of the strategy in July - from 32 to more than 60;
  • a major radio/newspaper advertising campaign to inform motorists on how to get the best deal out of the changes;
  • the decision to establish a Review Group to assist the Working Party monitor and analyse data.
  • a decision to keep the 4 hour maximum stay period and to review that after a 3 month monitoring period - July to September.

 

A review Group, comprising the Working Party councillors, DCC staff, representatives from the Otago Chamber of Commerce, University of Otago/Otago Polytech, Otago Area Health Board, and a "people's representative", international transport and aviation expert, Professor Herbert Harris, will be established to independently review data collected from face-to-face field surveys showing patterns of use, why, where and for how long people park.Residential Parking Permits will also be subject to monitoring during the 3 month review period.

The Review Group and the Parking Strategy Working Party will measure the data against the main aims of the Parking Strategy, ie

 

  • provide more parking where it's needed;
  • make maximum stays more appropriate to the area - generally up to four hours maximum;
  • improve access for public transport - particularly George/Princes Streets;
  • encourage the use of parking buildings.

 

The Review Group/Working Party expects to report to the Council in November of this year.
