CPTED - What is it?

"CPTED is the proper design and effective use of the built environment which may lead to a reduction in the fear and incidence of crime, and an improvement of the quality of life." - National Crime Prevention Institute, USA

Crime prevention through environmental design or CPTED is a philosophy that has been around since the 1960s. There are two important parts to CPTED - to design the environment so it:

  • Reduces the opportunity for crime to occur
  • Enhances urban safety and perceptions of personal safety

Are we using CPTED in Dunedin?

During the 2007/08 year, CPTED assessments were carried out at:

  • Albion Lane / George Street / Albion Place
  • Bath Street

In both these areas, a number of local building owners and retailers have since taken steps such as installing additional lighting on their buildings, and have also developed closer liaison among themselves and with us and the Police.

As well as more lighting (both DCC and privately funded) and increased safety officers and police presence, some other steps taken in the areas include:

  • Installation of 'mosquito box' and 'unpleasant music devices', which have had positive effects and have attracted national media attention. All of these devices are portable and can be relocated if/when required.
  • Regular liaison and exchange of information between retailers, building owners and the regulatory agencies

Building owners in both areas are also being encouraged to use the installation of murals as preventative measures against graffiti and anti social behaviour.
