Plan Monitoring and Research Reports

Monitoring our District Plan is a requirement of the Resource Management Act 1991. As well as monitoring reports, this section contains research reports investigating specific resource management issues in greater depth.

Rural Residential Zones - This study investigated an insight into the experiences of people living within the Rural Residential zones, aiming to assess factors that will help determine whether any changes are required to the Dunedin City District Plan.

Students Residential Distribution 2008 (PDF, 479.5 kb, new window) - City Planning, Research Report 2009

Housing Choice in Dunedin (PDF, 1.4 mb, new window) - This study investigated the housing preferences of Dunedin residents including factors influencing the current choice of housing, as well as desired attributes for future housing. This information will be used in a wider review of Dunedin's housing stock, residential land supply and residential zoning provisions.

Dunedin LMA Review - April 2007 (PDF, 4.4 mb, new window) - Boffa Miskell Limited were contracted by City Planning to assess the landscape values of Dunedin. This report contains descriptions, threats and values of the various landscape character areas identified. It also recommends a range of planning approaches for managing landscape values in rural Dunedin.

Vacant Industrial Land in Dunedin - A survey of Dunedin's industrial land was conducted in 2006 by City Planning. This report presents the results of the survey in relation to Dunedin's stock of vacant industrial land.

Inner City Living Study - A study of Dunedin's inner city residential market has been conducted by City Planning. This collected information and opinions from inner city residents, property developers, real estate agents, property managers and architects.

Residential Capacity Study - City Planning has measured the capacity of Dunedin's residential zones to accommodate more residential development. The study examined vacant residential sites and existing residential sites with potential for infill development.

Monitoring Noise March 2005 (PDF, 76.8 kb, new window) - Noise is an integral part of the environment, with every land use activity generating noise to some degree. Noise is a resource management issue both through its potential adverse effects on amenity and because it can have negative impacts on health. This report presents a baseline of monitoring information on different noise issues across Dunedin City.

Monitoring Rural Land Use August 2004 - Dunedin City is unique amongst larger New Zealand cities in that it contains vast tracts of rural land. The District Plan seeks to maintain the productivity of rural land, to discourage rural land fragmentation, to maintain the character of rural areas and to provide for rural residential development in a sustainable manner.

Monitoring Transport April 2004 (PDF, 421.9 kb, new window) - Transport can generate adverse environmental effects. There can also be adverse effects on the transport network from land use activities if situated in the wrong place. The District Plan seeks to maintain a safe and efficient transportation system, with minimal conflict between different modes of transport.

Monitoring Town Centres August 2003 (PDF, 410.7 kb, new window) - Town centres form the commercial, social and cultural focal points of Dunedin. The District Plan seeks to preserve the special character of Dunedin's town centres while ensuring they remain vital and vibrant places.

Monitoring Industry April 2003 (PDF, 121.3 kb, new window) - Industrial activity contributes strongly to the economic and social well-being of Dunedin City and its residents. At the same time, industry can create demands on natural and physical resources and has the potential to generate adverse environmental effects.

Monitoring Housing December 2002 (PDF, 434.7 kb, new window) - The provision of land for residential activity in a sustainable manner is one of the key functions of the District Plan. This report does not consider the socio-economic aspects of housing provision such as housing costs and affordability, or the age and quality of Dunedin's housing stock.

Monitoring Population August 2002 (PDF, 711.5 kb, new window) - This report considers population issues now and into the future for Dunedin. While other monitoring reports focus on individual sections of the District Plan, Monitoring Population takes an overview of demographic issues and the potential implications for planning for our city.

Monitoring Heritage April 2002 (PDF, 158.7 kb, new window) - This report explains the outcomes that the District Plan is trying to achieve for Dunedin's built heritage. It presents indicators used to monitor the influence of the Plan on built heritage. Indicators are measures designed to identify trends and assess policy performance.
