This page provides an alphabetical listing of key Council policies, strategies and plans.

Under Council rules only the full Council may approve Council Policy Statements which are then overseen by Council Committees, and implemented by Council staff. Council policies include those listed here. This section of the website is currently under construction and not all policies are listed. Annual Plan 2008 - 2009
The 2008/09 Annual Plan identifies what Councillors consider to be the main priorities for council funding for the coming year.

Annual Report 2007 - 08
The Annual Report 2006/07 provides an overview of the Council's many current activities and the way in which the community's vision for the future is being implemented.

Annual Report 2008/09
Includes organisational and financial management report, significant activities report, council NZIFRS financial statements.

Biodiversity Strategy for Dunedin City (PDF, 2.8 mb, new window)
The Biodiversity Strategy formally recognises the importance of biodiversity to the city, its residents and visitors. The vision, goals and actions of the strategy will ensure that biodiversity is maintained, enhanced and its value continues to be appreciated.

Commercial Use of Footpaths Policy (PDF, 36.2 kb, new window)
This policy has been developed to allow businesses to utilise footpath space in a controlled and orderly manner while ensuring there is always a safe and unobstructed passage for pedestrians of all abilities and to ensure the visual amenity of our streetscapes is not detrimentally affected.

Community Plan 2009/2010
The Community Plan outlines which assets and services are to be improved, and which new projects should be pursued, which in turn determines where additional money should be spent over the coming 10 years.

These guidelines are to assist owners and developers of buildings in the Princes Street commercial precinct who wish to redevelop or renovate their premises.

Disability Strategy (PDF, 96.6 kb, new window)
The Disability Strategy presents a long-term plan to make Dunedin a more inclusive city. It has been developed by a disability consultant in consultation with disabled people and the wider disability sector.

District Plan
The Dunedin City District Plan identifies important resource management issues relating to the use of land across Dunedin. Volume One contains zone, special or general provisions, issues, objectives, policies, methods and rules. Volume 2 contains the schedules and planning maps.

This policy is developed to ensure that the owners of dogs comply with their obligations under the Dog Control Act 1996.

Dunedin Botanic Garden Management Plan (PDF, 4.1 mb, new window)
The Dunedin Botanic Garden is a valuable public asset that fulfils a number of important roles within the City. The importance of each of these roles, and the occasional potential for conflict between them, highlight the need for effective and strategic long term management of the Garden.

The purpose of this strategy is to encourage participation in cycling and address cycling safety. This will require taking steps to overcome the challenges that inhibit more Dunedin people from choosing to cycle and make it a more attractive option.

The Dunedin Festivals and Events Strategy will enable the Dunedin City Council to support the growth, development and management of festival and events in our city over the next ten years.

The purpose of the Town Belt Management Plan is to provide a policy framework for the use, enjoyment, maintenance, protection, and appropriate development of the reserves in the Town Belt.

Dunedin Visitor Strategy (PDF, 1.5 mb, new window)
This strategy has been prepared to guide tourism development in Dunedin between 2008 and 2015. This strategy sets out a framework for achieving the vision for Dunedin and uses goals and guidelines for areas to focus on.

This updated strategy is a revision of the 10 year Economic Development Strategy created in 2000. The strategy aims to support in 'Wealthy Community' vision within the Long Term Council Community Plan (LTCCP) is 'A City that encourages strong local business and employment growth, and attracts increasing numbers of new businesses and tourists'.

The purpose of this document is to establish broad funding policies which form the basis the for criteria for grants, loans and in kind administration.

Heritage Strategy for Dunedin City (PDF, 1.9 mb, new window)
This strategy sets out the vision and goals for the sustainable management of Dunedin's heritage. It also provides the framework to guide the Council's future work programmes and initiatives for heritage across the entire District, which will involve working with property owners and other organisations concerned with heritage management.

The purpose of the Hill Reserves Management Plan is to provide a policy framework for the use, enjoyment, maintenance, protection and appropriate development of Council reserves on the first line of hills surrounding the urban core of Dunedin City.

Reserve Management Plan General Policies (PDF, 315.5 kb, new window)
The General Policies document has been produced to incorporate policies applying to all reserves. This allows a more consistent approach to management and removes the need for policies to be repeated in each management plan. This document contains policies applying to all reserves in Dunedin City including those not classified as reserves under the Reserves Act 1977.

Residents Parking Policy
This policy is designed to provide some access and parking for those who live in areas that are affected by commuter parking.

In developing the 'Resource Recovery and Waste Management Strategy', the Resource Recovery and Waste Working Party identified the key waste related issues that it considers Dunedin is facing, or is likely to face, in the short to medium term.

The Sale of Liquor policy defines the parameters that guide liquor licensing within the City Council area and specifies how the District Licensing Agency will carry out its statutory functions.

This Policy provides guidance on the appropriate design, location and form of Tourist Attraction, Visitor Amenity and Other Facility signs in Dunedin. It outlines which tourism attractions and amenities are eligible for directional signage and who is responsible for funding such signs

The key points of this strategy are accessibility, conflict, on and off site information, amenity provision, tourism tracks and track development.

Transportation Strategy (PDF, 2.3 mb, new window)
The approach of this strategy is to optimise the existing network by enhancing passenger transport, implementing travel demand management and catering for remaining growth by completing key routes through the city and carrying out congestion mitigation at critical intersections.

Transportation Strategy Addendum (PDF, 150.5 kb, new window)
This Strategy Addendum makes some additions to the DCC Transportation Strategy 2006 to bring it more closely in line with the national policy direction. The additions are in the areas of Integrated planning, Investing in critical infrastructure and the transport sector workforce, and Increasing the availability and use of public transport, cycling, walking and other shared modes.
