Residents Parking Policy

Adopted by Council 18 August 2008

The residents parking policy is designed to provide some access and parking for those who live in areas that are affected by commuter parking.

Philosophy underlying the scheme

Inner city residents are valued as being essential to the health and vitality of the inner city.

It is a reasonable expectation that inner-city residents and their visitors should be able to park in reasonable proximity to a property.

Many residences have at least two cars attached.

Parking outside any property is not available as of right but security issues will be given consideration when determining designated areas.

Parking availability and location may change depending on Council’s traffic management requirements.

The Council will set a fee for the scheme and this will be adjusted by CPI figures annually.

Approved policy

Residents may apply for a permit if they own a car and live in a residential unit as defined in the Dunedin City District Plan, in Residential Zones affected by commuter parking.

The maximum number of permits allowed per residential unit is two less the number of off street spaces available to the residential unit, (2 minus (number of off street parking spaces available to the unit)).

The first permit will include the resident’s car registration number. The second permit will include the residential address so as to allow for visitor parking.

Parking permits need to be clearly displayed in the windscreen of the vehicle that is parked in the dedicated residents only parking space.

Parking permits are non-transferable and will be revoked if misuse is determined.

The dedicated residents parking spaces will, wherever possible, be located within 100 metres of the applicant’s residence and officers will aim to locate several spaces together so as to assist with management and enforcement of the restrictions.

The signage used to indicate residents only parking will be of a nature that reflects the Traffic Control Devices Rule and is not open to misinterpretation.
