What is WebMap?
WebMap is an internet based mapping application utilising geographic information systems (GIS) technology. The application is built from ESRIs ArcIMS software (see (http://www.esri.com/software/arcims/).
The purpose of the application is to provide a map view of Dunedin property information and to aid and enhance the identification of public register property information (ie. the Rating Information Database).
The application builds simple maps "on-the-fly", the content of which is determined by both the scale of the map display and the map type that you select.
Issues with using two browser windows
WebMap maps rate account and related information is in a new, separate browser window from the City of Dunedin web pages. However the City of Dunedin pages work in conjunction with WebMap to map rate accounts and to report rates book information. It is therefore important that the City of Dunedin window remains open once WebMap is started, otherwise this functionality is lost.
Also if you use the City of Dunedin browser window to navigate to another site, the link will be temporarily lost. If WebMap is needed again, return to the City of Dunedin site using your spare browser window and the link will be restored. If the spare browser window that originally displayed the City of Dunedin website is closed, the link can never be restored and you will have to start again.
After doing a Rating Information Database Search in the public registers, or by checking your rate account information from your Citizen Direct rates report, you can display a map of the rate account in WebMap.
To map your rate account, locate the globe icon on the Rating Information Database page, which is next to a dropdown list of available map types. Select the map type you want from the dropdown list (you can also change the map type in WebMap window as well). Then click on the globe.
If WebMap is not already open, it will now open in a new window and a map will be drawn highlighting the land parcels within which the rate account is contained. The valuation reference and address are then listed below the map.
Important: Keep the main City of Dunedin window open if you wish to do more searches or identify rate accounts within WebMap. Closing the City of Dunedin window will destroy the link.
Sometimes a land area greater than the extent of the rate account is shown and sometimes the boundaries may not match the physical features displayed. When this happens there will be a Note displayed to this effect. Refer to Interpretation of Rate Account Map Information for more information.
To view the rates information for a land parcel use the 'Identify Rates' button (see the - Identify Rates button in Tool Bar Buttons).
Starting WebMap without mapping a property
If you do not have an address, or valuation reference, you can start WebMap from the sidebar 'WebMap' entry from the City of Dunedin website home page. This will start WebMap in a new window with a street map of the metropolitan area. You can then use the WebMap functions to navigate around or change the map type. Rating Information Database information for each rate account can be obtained using the - 'Identify Rates' button. Please remember this will only work fully if the main City of Dunedin window remains open and is not navigated to another site. You can now perform address within webmap - see Find below.
The user can change the type of map at any time (eg. from Street Map or Photographic) by using the dropdown list above the map or from within the Rating Information Database page, prior to mapping a rate account.
Zoom to Full Extent - this button will automatically redraw the map showing the full extent of the Dunedin City Territorial Authority area.
Zoom to City Extent - this button will automatically redraw the map showing the Dunedin metropolitan area (Mosgiel to Port Chalmers). This is the same extent that you get when starting WebMap without mapping a rate account.
Zoom In
- you can click on an area and the map will zoom in on the area selected by a set amount. Alternatively you can click and drag a box onto the map, after which the map will zoom in to a specific area.
Zoom Out
- you can click on the map to zoom out a set amount (centred on the area clicked). Alternatively by clicking and drag a box on the map, the map will redraw at a new scale so that the requested map will appear in the box at a new size.
Pan
- after selecting this button, the user can click and drag the map in any direction to navigate around the city.
Back to Last Extent - this button will redraw the map at the last extent - the last map drawn / selected (Note - this only goes one step back, so immediately clicking this a second time will return the map to the extent prior to clicking the first time).
Get Info
- (only available on some maps) after selecting this button the user can click on a map feature to get some further information or a report on the feature. For example, the Grow Rural Dunedin map has climate stations (red crosses) and soil types (coloured areas of land). Clicking on a climate station will popup a climate summary report, and clicking on an area of soil will popup a soil fact sheet report. Identify Rates
- after selecting this button the user can click on a parcel to list the available rate account information. The map will redraw with a land parcel shaded, the valuation reference and the address of the rate account or rate accounts associated with the land parcel are listed, which will all appear in the text frame below the map. To view the rates information, click on the valuation reference number of the relevant rate account and the information will then be displayed in the City of Dunedin Window. The land shaded is not necessarily the full extent of the rate account. (For more information see Interpreting Rate Account Map Information)
Find
- This displays a form for you to find the location of an address, place (town, suburb, locality, landmark, etc) or for a road. There are three steps.
First select type of search (address, road, or place)
Next fill in the form. For road or place just enter the first letters of the name of the road or place in the lower box. For addresses you enter the house number and optionally suffix in the upper boxes, and at least the first few letters of the road name in the lower box. If you do not enter a house number, addresses with no house number on the specified road are returned.
Next click the "GO" button. Any features matching the name are then listed. For Addresses the addresses matching your criteria are listed. You can map the assoicated rate account by clicking on the globe icon. For road and place names, if there are more than 25 results, the next group of up to 25 results can be accessed by clicking on the hyperlink 'More Records' at the bottom of the list. Then you can click on the number of the desired road or place and the map will redraw, zooming into the selected road or place.
Measure
- This feature allows you to measure distances and areas on the map. Clicking on this button displays four boxes at the top of the map.
Measure a distance between to points: After clicking on the measure tool click on the map at one location you want to measure from. As you move the mouse cursor over the map the first box (Segment) will display the distance in metres the cursor is away from the point you clicked. Hovering the cursor over a location on the map will display the distance between the two points.
Measure a distance along a line: After clicking on the measure tool click on the map at one end of the line you want to measure. Continue clicking on the map along the line you are measuring (wait each time for the map to redraw, or at least make sure you wait to click the last point). After each click the map will be redrawn to display a line connecting your click points, and the Total length box displays the total length of the solid line. (Note: the distance does not include the dashed part of the line, also the Segment box will always display the distance the mouse cursor is from your last click)
Measuring an area: After clicking on the measure tool click on the map at one corner of the area you want to measure. Continue clicking on the map around the edge of the area to measure (wait each time for the map to redraw, or at least make sure you wait to click the last point). After each click the map will be redrawn to display a line connecting your click points, and a dashed line connecting your first point to the last (thus making a polygon shape), and the Area boxes display the area of the shape in square metres and hectares.
The measure lines and box values can be reset by clicking Clear.
Note: The accuracy of the measurements reflects the accuracy of the scale of the display and the underlying data. In other words, the more you zoom in the more accurate the measurement will be, albeit to the accuracy limitations of the underlying data.
Clear - clears any land or roads that have been shaded or highlighted. Resets the Measure function.
Print
- clicking on this button creates a new window with the map set out for landscape printing, with a user-specified title, legend, and appropriate notices.
Help - this help
Display Legend - This displays a legend for the current map in a pop-up window. To dismiss the pop-up window, use the 'Hide Legend' button. If you close the window another way (such as using the 'x' button) the legend will reappear each time a map is redrawn.
Why does some information appear or disappear when I zoom in and out?
Some information will appear too cluttered when viewing a large area, so is removed at some scales.
Can I change the layers displayed on the map?
No, at this time the layers are preset for each map type and each scale.
When I try to size the WebMap window it reports "Response from previous request(s) not received", or similar. What do I do?
This is caused by a desktop setting in some operating systems. This needs to be disabled in order for users to resize the WebMap window. For example, if using Windows 2000, right click on the desktop, select Properties, select the Effects tab and untick the option "Show windows content while dragging."
When I resize the WebMap window in Netscape 4, the map disappears. How do get around this?
If you are using Netscape 4 resizing the WebMap window will cause the browser problems, requiring it to be refreshed. If you want to resize the WebMap window using Netscape 4, you need to size the window before mapping the area required. To do this, follow the steps below
What does the "master" and "division" note mean?
Some properties may be required to have separate rate accounts (such as some registered leases in an office building). Each such rate account is called a rating "Division". There will also be a rate account for the whole property called a "Master" rate account. Refer to Interpreting Rate Account Mapping Information for more information concerning divisions.
What does the note "rate account extends beyond shaded area" mean?
When identifying rates from the map sometimes there is a note against the rates information saying "rate account extends beyond shaded area". This means that the rate account is associated with more parcels than the one displayed on the map. To display all parcels associated with the rate account click on the
- globe icon next to the valuation reference.
What does the note "part of shaded area belongs to other rate accounts" mean?
When mapping a rate account sometimes there is a note against the rates information saying "part of shaded area belongs to other rate accounts". This means the land parcels shaded on the map are also associated with other rate accounts. Refer to Interpreting rate account map information for circumstances where this occurs. Use the Identify Rates button to list all the rate accounts for a particular parcel.
Why do some rate accounts have the note "from July 1"?
These rate accounts will only take effect for the next rating year i.e. from July 1 following the current date. See Interpreting Rate Account Information for more detail.
Some of the buttons do not appear to work. What do I do?
There may have been a problem initialising the WebMap page or a subsequent action caused the browser scripts to get in a erroneous state. You will need to close all your browser windows (including the dunedin.govt.nz window) and start again. If you are still having problems, try emptying your browser cache before closing the broser windows (in Internet Explorer delete files from temporary internet files under the tools - options menu).
When I click create print page nothing happens, why?
Usually this is caused by internet security settings (e.g. popup blockers). You may need to change security settings to enable the print window to appear.
I save the map to a file the file is very small, or print from direct from map nothing prints, why?
There is a layer under the mouse cursor used for functionality of the application, this means the map image itself is not accessible directly. You must create a print page first if you want to print or save the image to a file.
WebMap - Interpreting Rate Account Map Information
Boundaries, as they are shown in WebMap are not rate account boundaries per se, but are the boundaries of the primary cadastral land parcels and are the latest available to the Dunedin City Council. These are predominantly lots and sections as defined by survey. This data is obtained from Land Information New Zealand, and updated periodically, currently every 1-2 months.
Generally the boundaries shown in WebMap, align well with fences and buildings that define the distinct occupation. Perceptible differences occur for a number of reasons.
Rate Accounts, as described here, are those properties as defined by Council for rating purposes. Rate accounts are normally made up of one or more land parcels. Sometimes a land parcel may contain more than one rate account, in whole, or in part. The situations where this occurs are described below.
In these situations, there will be more than one rate account contained in the parcel displayed in WebMap. The valuation references for these rate accounts differ by the suffix (A, B, etc). There will also be a master rate account, having the same valuation reference without a suffix.
When identifying a rate account, the area shaded is simply the land parcel you selected with the rate accounts associated with the parcel listed. If the rate account listed has other parcels, any such rate accounts will have the note "part of shaded area belongs to other rate accounts". You need to use the (
) "Map Rate Accounts" function to display all the parcels associated with the rate account.
Some rate accounts have more than one situation address. This may occur, where there is two dwellings on one rate account with different addresses, and Council has added the second address so it can be referred to separately. The address on the Rating Information Database page is the primary situation address for the rate account. However any other addresses can be used in the address search. Also, a secondary address may be returned when using identify rates on the map, if the land parcel clicked on has links to that address.
Rate Accounts created during the rating year (July 1 - June 30) do not take effect until the next rating year, these are noted as "from July 1" when identified from the map or when searching by address or valuation reference.
When these rate accounts are created, the land parcels associated with these rate accounts may be disassociated with the current rate account in the council database. For this reason the mapping of rate accounts that are to be replaced in whole or in part in the following year will not show the current extent of the rate account. If users wish to identify current rates for a land parcel and only "from July 1" rate accounts are returned, you will need to contact the Information Management Unit at the Council.
