During August 2018 the West Harbour Community Board and the Dunedin City Council asked the community for possible uses for the Sims building and site at Port Chalmers.
Built in 1880, the Sims building is on the Beach Street-Macandrew Road corner. It housed the Stevenson and Cook Engineering Company, run by partners Isaac Stevenson and John Cook, before it was leased by the DCC to various community groups. It has been unused since 2017.
The site sits on multiple reserve land titles meaning it must be used for public use. The land behind the building is unstable. There is no DCC budget or funding for modification to the building or the site, nor mention of the Sims Building in the ten year plan.
A review of the public engagement was presented to the West Harbour Community Board in November 2018.

The feasibility of the public proposals is under review.
