Application description	Establish a car parking and recreational area for the Otago Boys Hostel. The parking area will be accessed off Melrose Street and it will provide for up to 15 vehicles. An entrance to the Hostel will be provided from the parking area. When the parking area is not in use the space will serve as a recreation area for hostel boarders that will be limited to up to 12 persons. It is also intended the hours of recreational use will be controlled. Earthworks and retaining walls are proposed and landscaping planting and signage are also to be provided. The application includes an assessment of environmental effects including an acoustic report provided in response to a request for further information.
