| Application description | The proposal is to redevelop the two subject sites with six residential units, each having four or five habitable rooms. The units will be three storeys high. On-site parking will be provided for nine vehicles. The proposed development will involve earthworks of approximately 420m3 of excavations, and 83m3 of fill placement. Ground level will change by up to 2.7m. Retaining walls are to be constructed around the rear of the units. The subject site is zoned Residential 4 in the operative District Plan. The site is subject to known land stability risks. The proposed residential activity will be a restricted discretionary activity as the units will breach the maximum height, and will have a number of height plane angle breaches in respect of the boundaries of the sites. The proposed earthworks are also a restricted discretionary activity because of the volume of material and the change in ground level. The rules of the Proposed Plan will come into effect on 7 November 2018. Under the Proposed Plan, the subject site is zoned Inner City Residential, it is subject to an archaeological alert layer, and a land instability hazard. Under the Proposed Plan, the proposed residential activity is expected to be a restricted discretionary activity. The proposal will contravene the rules regarding access, height to boundary, building length, and earthworks. |
