Location of site 58 Nairn Street, 25 Shetland Street, and 25 Lynn Street, Dunedin, being the Shetland Street Reserve and Kaikorai Commons situated between Bishopscourt and School Street. Specifically, the consent relates to the sections of the following sites which are situated within an urban landscape conservation area: Part Section 9 Block III Upper Kaikorai Survey District (Crown Land Proc 293031 1965 p1799), Lot 5 DP 3912 (CFR OT238/11), Lot 2 DP 22297 (Local Purpose Reserve (Recreation)), Lot 5 DP 16014 & Lot 1 DP 20366 (CFR OT12A/169), and Lot 1 DP 20102, Lot 3 DP 15390 & Lot 2 DP 9781 (CFR OT12A/97 Pt Cancelled).

Application description

The proposal is to remove vegetation from an urban landscape conservation area (UCLA) as part of a project to construct a foul sewer main and stormwater pipes through the above sites. The construction of an 8.0m wide access corridor for the pipe-works will clear approximately 30% of the vegetation of the Shetland Street Reserve and Kaikorai Common. Once the pipelines have been constructed, the affected corridor will be replanted with new plantings or with existing plants which have been temporarily transplanted during the works.The applicant seeks a 15 year lapse period for the consent. The subject sites are all zoned Residential 1. Much of the length of the pipeline will pass through ULCA 16 – Ross Creek/Balmacewen.


Rule 13.8.2(i) lists the removal of bush in ULCAs as being a restricted discretionary activity. Council’s discretion is restriction to the impact of the proposed works on the amenity, natural character and landscape values of the locality and the values of bush. The Proposed Second Generation District Plan (“the Proposed Plan”) was notified on 26 September 2015. None of the relevant rules are currently in effect or operative, and accordingly, the rules of the Proposed Plan need not be considered.

The application is accompanied by plans, an Assessment of Environmental Effects, Indicative Vegetation Management Plans, a Preliminary Site Investigation (NES) and an Archaeological Authority.
