Application description

The proposal is to reorganise the layout of the 4 subject sites by subdivision.  The location of building sites for future dwellings will change as the result of the subdivision but no additional building sites will be created.  Approval is also sought for approximately 650m3 of earthworks.  The proposed sites will use the existing access onto Dalziel Road.

The land is zoned Rural in the Dunedin City District Plan.  Rule 18.5.1(i) sets a minimum lot size of 15.0ha in the residential zone, and Rule 6.5.2(iii) requires 15.0ha of site area for a permitted residential activity. The new lots will be undersized, and residential activity on the new lots is not anticipated by the District Plan. Both the subdivision and land use activities are considered to be non-complying activities pursuant to Rules 6.5.7(i) and 18.5.2.

The Proposed Second Generation District Plan (“Proposed 2GP”) seeks to rezone this land Large Lot Residential 1 and Rural – Hill Slopes.  Proposed Lot 1 of the Subdivision will be part zoned Rural and less than the minimum site size.  Resource consent for a non-complying activity willbe required pursuant to Rule 16.7.4.
