Princes St Connection - Overview - Stage 1

Stage 1 – King Edward Street to Andersons Bay Road

In the first stage of the Princes Street Connection project, we’re making improvements in the area adjacent to The Oval that will make this intersection safer.

What are we changing?

  • Construction of a four-leg roundabout at the intersection of Princes Street, South Road and Maitland Street. The intersection with South Road and Maitland Street has safety issues and is difficult to use for all road users. To improve this, we are implementing a four-leg roundabout with new crossing points.
  • New angled parking on Maitland St, Lees Street and Jones Street. This offsets the parking loss from the changes to infrastructure and will result in an approximate increase of 17 parks in the area.
  • One-waying of Jones Street (proposed as part of consultation). Making Jones Street one way will enable us to add the angled parking above.
  • Bus stop improvements and removal of redundant bus stops. To increase bus reliability and efficiency along the route, we’ll be increasing the length of some existing bus stops and relocating and removing some. This means buses will need to stop less frequently and will be able to better access the bus stops. We will also install two in-lane bus stops at the northern end of The Oval, which allow buses to re-join traffic without delay.
  • Intersection narrowing of Lees Street, Jones Street and Melville Street. The narrowing of these intersections will reduce the crossing distances for pedestrians. It also helps to reduce the speed of vehicles travelling in and out of those intersections, making it safer too.
  • Changes to parking restrictions. Parking is an issue, particularly for those attending sports at The Oval. To help relieve parking pressures, we’ll add in new angled parking on some side streets, increasing available parking by approximately 17 parks. We’ll also add more crossing points and narrow the intersections with side streets to make it safer for pedestrians
  • Why in-lane bus stops?

    In-lane bus stops require less space than kerb side bus stops which require 39m of space for a bus to enter and exit the bus stop safely.

    Kerbside bus stops are the most common bus stop layout for urban and suburban streets in New Zealand. Lead-in and lead-out space is required for the bus to pull out of and back into the kerbside traffic lane.

    When on-street parking is too close to a kerbside bus stop, the bus may have trouble entering and exiting the stop and aligning close and parallel to the kerb.

What we would like your feedback on:

As part of the project, we want to make the parking work better for the community. To do this, we’re proposing changes to parking restrictions and bus stops, creating additional parking, and making Jones Street one way  .

Making these changes means we can provide more appropriate time restrictions to support the needs of businesses, as well as additional parking to alleviate some of the parking pressures in this area for all road users.

Making changes to the bus stops will improve the public transport experience for drivers and passengers. Buses will stop less often and stops will be more accessible

Changes to road layout

Jones St one-way:

  • Jones St – becomes one way toward Lees St (direction southwest).

Parking changes for Princes St Stage 1:

Bus stop changes:

  • 19 King Edward St – Bus stop removed and replaced with 2x unrestricted parks
  • 20 King Edward St – bus stop removed and replaced with no stopping lines to provide clear sightlines for crossing point.
  • Princes St (Jean McLean Pavillion and opposite Jean McLean Pavillion) – bus stops to be extended to double length, using existing no stopping lines (no loss in parking).
  • South Rd, Princes St stop to be shifted south by approximately 5m. New 15m stop to be installed opposite, outside 18 South Rd.
  • Opposite 738 Princes St – double length, in-lane bus stop installed (replacing 7x unrestricted parks)
  • Princes St, The Oval bus stop (opposite Melville St) – bus stop replaced with 4x unrestricted parks
  • Princes St, Go Bus Depot bus stop (Opposite Andersons Bay Rd) – 2x unrestricted parks removed to extend bus stop length
  • Andersons Bay Rd (220 Crawford St) – Bus stop removed and replaced with 3x unrestricted parks
  • Andersons Bay Rd (next to Soldiers Monument) – Bus stop removed and replaced with 3x unrestricted parks.

New angled parking:

  • 13-33 Maitland St – parallel parking converted to 34x angled parks on southern side of road
  • Jones St (738 Princes – 5 Jones) – parallel parking converted to 19x angled parks installed on southern side of road
  • Lees St (between 5 Jones St and 768 Princes St) – parallel parking converted to 19x angled parking on northern side of road

Change in parking time restrictions:

  • 848 Princes St – 2x P10 parks replaced with 2x P30 parks
  • 738 Princes St – 6x unrestricted parks changed to P30

FAQs

  • Why did you choose crossing points instead of zebra crossings?

    A zebra/pedestrian crossing gives pedestrians the right of way and drivers must stop for them. We considered zebra crossings for Princes Street but decided they were not the safest option. Princes Street has several traffic lanes in each direction, and it can be difficult for drivers to see pedestrians if another vehicle is blocking their view across the traffic lanes, which may not give drivers enough time to react or adequate sight distance to stop safely.

    Instead, we have provided crossing points with a pedestrian refuge island in the middle. Pedestrians are required to give way to vehicles and only cross when it is safe to do so. The refuge island allows people to cross one direction of traffic at a time and wait safely in the middle before crossing the other side. This improves visibility and safety for both pedestrians and drivers, which is particularly important at The Oval with the high level of pedestrian activity during sports events.

  • Why are the crossings points located near the entrance and exit of the roundabout?

    We’ve located the crossing points near the roundabout because the roundabout geometry and raised safety platform encourages drivers to slow down to enter and exit the roundabout. This ensures vehicle speeds are the lowest at these points.

    Also, crossing points for pedestrians are generally aligned with the routes people naturally take when crossing the road, such as at the end of a footpath or near the corner of an intersection. Placing the crossing points here means pedestrians are more likely to use the crossing, as they are not required to detour further along the road.

  • What’s the total cost of stage one?

    Council has approved a budget of $3.2 million for Stage One of the Princes Street Connection Project, including the roundabout and other changes.

  • Were these designs informed by public feedback?

    Yes. DCC undertook public consultation in 2022 to ask the public how they use the Princes Street corridor and how often, what the existing problems were, and what opportunities there were. 169 responses were received through the online consultation form, and 366 responses were received through Social Pinpoint.

    The main issues people raised were:

    • Difficulty and safety concerns when crossing Princes Street,
    • concerns about the South Road intersection,
    • a lack of parking and bus stops, and
    • poor conditions for people walking and cycling.

    Improvements requested by the public included:

    • Making dangerous intersections safer,
    • increasing the parking,
    • installing pedestrian crossings,
    • making bus stops more accessible, and
    • improving the cycle lanes.

  • Can you make the angled parking 90-degrees so that vehicles can reverse into the parks?

    Reverse parking generally requires 90-degree parking spaces, but the challenge is that 90-degree parking takes up more road space and needs more room for vehicles to manoeuvre. Lees, Jones and Maitland Streets are not wide enough to accommodate 90-degree parking. Due to the limited road width available, we’ve provided 60-degree parking instead. This still provides angled parking while fitting within the available space.

These parking changes aren’t part of the consultation, but they explain why we’ve proposed some of the parking changes in the consultation, which would ensure no parks are lost in the area
