The Hapori Māori Fund and Pāsifika Development Fund were established by Dunedin City Council to support local Māori and Pāsifika to be active across the economy. The fund can support creative, cultural, youth and social enterprises as well as general business activity.
The fund is particularly suited for supporting enterprise or career development and capacity building. This can include purchases of equipment as well as services such as mentoring and business advice.
You could also use the fund to deliver a small project or event that will showcase the work you make or the services you offer. Applications like this would ideally demonstrate how the event or offering of new services will reach your market and support your movement towards sustainability or growth.
Please note that applying to this fund does not prevent organisations from making other grant applications to the Dunedin City Council or elsewhere.
Who Can Apply?
The applicant/group will:
- Be Māori or Pāsifika
- Have their permanent residence in Dunedin
- Commit to undertake the majority of the work for which the funding is requested with Dunedin City Council boundaries.
Individuals can apply. The enterprise can be:
- a sole trader
- a limited liability company
- a trust or incorporated society.
The applicant can be engaged with their iwi or other Māori organisations through their business activity, but it is not a requirement of this fund. Similarly, the supported activity or outcomes of the application may benefit iwi and wider Māori development goals, but it is not a requirement of this fund.
This principle also applies to Pāsifika applicants: it is not essential to be part of formal cultural networks or working towards outcomes supported by established cultural networks. Cultural networks that are religiously affiliated (a community group connected through a shared religion) can apply for this fund so long as the activity/phase of a project they wish to fund is not religious in nature.
Both of these funds have limited funds. Please consider breaking requests for funding that are more than $10000 in total into smaller amounts and prioritising them. It’s possible that the assessors could support the full amount requested but when they can’t it will make it easier for them to offer a smaller amount in a way that would be of most benefit to you.
This means that your project may receive funding for ‘year one’ or ‘phase one’ but if your project needs three years’ worth of funding, you’ll need to plan how this is managed. Please be aware that this fund is contestable each year, meaning that if you received funding in 2025 it’s possible but not guaranteed that the project would funded again in the 2026. There is no multi-year grants in this fund.
Who Cannot Apply?
- Government Organisations including Schools.
- Community Boards.
- Cultural community religious groups who would like funding to carry out religious activity.

Applications will be open from 17th Feb and close 14th of March 2025 at 5pm.
Grants will be allocated, and applicants notified before 14th April 2025. Successful applicants will be asked for the banking details to arrange payment of funding awarded.
All successful grant recipients will be required to complete a report within 12 months of the funding. All project funding in this round must be accounted for by June 2026.
