Organisation structure

The Council is made up of elected representatives who determine legislation and appoint a Chief Executive Officer (CEO) to manage operations.

The elected Council is made up of the Mayor and 14 Councillors. They are responsible for determining local legislation and defining the overall vision for the city.

Mayor and Councillors

The Mayor and Councillors appoint a CEO to manage Council operations and lead the Council's administrative organisation.

The CEO has statutory powers granted by the Local Government Act and other powers granted at the discretion of the elected Council.

The CEO is responsible for:

  • advising the Mayor and Councillors on policy matters
  • making sure that any policy the Council adopts is correctly carried out.

The CEO performs these responsibilities by delegating tasks and authority to the Executive Leadership Team and other Council staff.

From maintaining local parks and reserves, running our libraries, organising community events and managing our rubbish collections, Council staff are responsible for a varied range of services and facilities on behalf of the City's residents.
