A Unified Pathway to Wellbeing in Ōtepoti
Te Taki Haruru is more than a strategy—it’s a city-wide commitment to collective wellbeing. Grounded in shared values, this framework was developed through genuine collaboration to support all whānau in Ōtepoti to thrive, now and into the future. It brings to life the vision of Kāika Ōtepoti, Kāika Oraka – A Thriving Home, A Thriving Village, shaping a future where our tamariki and mokopuna inherit a city that nurtures their cultural, social, economic, and environmental wellbeing.
For mana whenua and Māori, Te Taki Haruru represents an intentional and deeply grounded commitment to intergenerational wellbeing. It acknowledges the need to create the right conditions - socially, culturally, environmentally, and economically -so that all communities can flourish.
For Dunedin City Council, the framework offers a clear pathway to build meaningful, enduring partnerships with mana whenua. It provides direction for aligning council efforts and ensures that Māori aspirations are not just heard but actively supported through policy, planning, and delivery. Te Taki Haruru signals a shift from symbolic gestures to tangible action, embedding Māori wellbeing into the heart of Council’s work.
What makes this framework unique is its foundation in te ao Māori and Kāi Tahu values. Guided by four pou—or pillars—shaped by Kāi Tahu values, language, knowledge (mātauraka), and correct procedures (tikaka), Te Taki Haruru informs how Council engages, makes decisions, and measures success. These pou are accompanied by key intents and success indicators that have been co-developed with mana whenua and mātāwaka Māori, ensuring they reflect collective aspirations.
At its core, Te Taki Haruru is a movement—one that calls for connection to people, place, and environment. It reflects the shared desire of local government, mana whenua, and the wider community to walk alongside each other, guided by a unified vision for a thriving, inclusive, and resilient Ōtepoti.
