The Dunedin City Council's (DCC) Dog Control Bylaw and Policy aim to balance the recreational needs of dogs and their owners with public safety and wildlife protection.
The bylaw and policy are requirements under the Dog Control Act 1996, to regulate dogs in public places and provide controls on dog-related matters.
They were reviewed in 2024, and changes took effect on 5 May 2025.
Key changes to the rules
- Dog access – dogs on a leash (but not tied up or left unattended) will be permitted in:
- The Octagon
- Library Plaza
- sections of Princes Street and George Street (between the Exchange and Knox Church)
- King Edward Street in South Dunedin (between Hillside and Macandrew Roads).
- Dog limit in public spaces – individuals may have up to six dogs under their care in public spaces. Written permission is required for exceptions. Details about permits and conditions can be found at Kennel permits and Responsible Dog Owner status.
- Leash requirement in coastal dunes – dogs must be leashed in all coastal dune areas including access paths, to protect wildlife.
