A Corridor Access Request (CAR) notifies us of any proposed work in the road corridor in the Dunedin City Council area.
To be able to undertake any work for the Dunedin City Council or on the DCC Network, all contractors must firstly become an Approved Contractor. See Approved Contractor policy.
This information applies to DCC roads, and The New Zealand Transport Agency manages CARs on the state highway network.
What is a Corridor Access Request? (CAR)
A Corridor Access Request (CAR) notifies us of any proposed work in the road corridor in the Dunedin City Council area. If you are planning to dig in the road footpath, or berm, you must apply for a CAR before you start.

The standards for working in the road and the Corridor Access Request (CAR) process are set out in the National Code of Practice for Utility Operators’ Access to Transport Corridors. These standards are compulsory whether the work is for a utility, local government, commercial organisation, or private individual(s).
How to Apply for a CAR
CAR applications need to include all information relevant so that we can assess and approve it.
This information includes:
- A Traffic Management Plan ready to submit at the same time
- A detailed plan of the works and size of excavation
- The plan must show all details such as: proposed location of above ground items, footpath width before and after the works, trees, existing services, proposed trenches, road layout and features such as kerb and channel, carriageway, berm, property boundaries,
- Consultation with other parties
- Pre application photos of the work site
- For vehicle crossings or driveways (link) you will need to ensure the process of application has been completed before submitting a CAR for the work.
To submit your Corridor Access Request
From 1 July 2020, applications are no longer accepted through BeforeUDig. You will need to locate underground services separately and apply for a CAR through Submitica.
Work cannot start until you receive a Works Access Permit (WAP) from DCC.
Time needed to approve CARs
To ensure we can approve your application, we need all relevant information, and time to process your application.
The time limits set out in the National Code of Practice vary according to the size of the project you are planning – five working days for minor works and at least fifteen working days for other work such as projects or major works.
Should you work outside the permitted dates, you may be charged a fee.
Underground Service Plans
There may be underground services within the area you are planning to excavate.
You must locate underground services when planning and carrying out work.
These may be available from: BeforeUDig (link to website), you may also need to contact the utility companies directly.
There may also be unknown or private items within the road corridor, which may not show on utility plans.
Starting and completing your work
Starting…
Once your request is approved, you will be issued a ‘Works Access Permit’, and you will be able to start work within the work date range specified.
… and finishing your work
Once you have finished your work, it is important that you check your site is reinstated correctly. It is also important that you notify us of your works completion, through the links that will be emailed to you from Submitica.
After notifying us of works completion, there is a warrantee period. On completion of warrantee you will need to again need to check your reinstatement and notify us through the links emailed to you from Submitica.
Should you work outside the permitted dates or if extra inspections are required, you may be charged fees for this.
