Decisions from today’s Dunedin City Council meeting

Masters Games

DCC has agreed that the Dunedin (New Zealand) Masters Games Trust will continue to operate without the usual requirements of a Council Controlled Organisation (CCO) in accordance with Local Government Act 2002.

This is a decision that must be revisited every three years, and which has not changed since the Trust’s establishment in 2011. Exemption has been granted by DCC in the past on the basis that the Trust is a small organisation with a charitable intent.

The key benefit in exempting the Trust is that costs incurred to the Trust reverting to CCO status will be avoided. The exemption itself means the Trust does not have to file some of the required financial statements that other CCOs do. The Trust Deed ensures that the Trust meets the accountability standards expected of a CCO.

The role of the Trust, which has nine Board members, is to oversee the planning and organising of the biennial Dunedin Masters Games with a biennial budget of $750,000. The Dunedin City Council employs the Games Manager and additional staff to support the event.

Mayor Barker, Cr Chambers, Cr Galer, Cr Garey, Cr Hall, Cr Lucas, Cr Lund, Cr Mayhem, Cr Ong, Cr Simms, Cr Treadwell, Cr Walker, Cr Weatherall and Cr Vandervis approved the motion.

Councillors Laufiso was an apology and did not attend the meeting.

Policy Update

Changes to the Treasury Risk Management Policy have been approved by the DCC.

The Policy was reviewed in accordance with the Audit Risk and Assurance Committee (ARAC) workplan and as part of the development of the 2027-37 10 Year Plan. The full outline of the tracked changes can be viewed in the agenda of today's meeting.

Mayor Barker, Cr Chambers, Cr Galer, Cr Garey, Cr Hall, Cr Lucas, Cr Lund, Cr Mayhem, Cr Ong, Cr Simms, Cr Treadwell, Cr Walker, Cr Weatherall and Cr Vandervis approved the policy changes.

Road stopped

Council voted to confirm the stopping of a legal road in Waiati, with the land being sold to the owner of the neighbouring property. The decision concludes a process that was first considered by the Infrastructure Services Committee in March 2025 and which has the subsequent consent of the Minister for Land Information.

With the section of road stopped – meaning it is no longer available for public access – the parcel of land will be amalgamated with adjoining private land. A public notice will outline the change and location.

Mayor Barker, Cr Chambers, Cr Galer, Cr Garey, Cr Hall, Cr Lucas, Cr Lund, Cr Mayhem, Cr Ong, Cr Simms, Cr Treadwell, Cr Walker, Cr Weatherall and Cr Vandervis voted to conclude the process. Cr Lund and Cr Galer voted against it.

Panel appointments

Appointments were today made for two upcoming panels.

Cr Steve Walker (Chair) and Crs Christine Garey, Mickey Treadwell, Brent Weatherall and Andrew Simms will make up the hearings panel for the Draft Local Alcohol Policy hearing.

Additionally, Cr Mickey Treadwell has been appointed as a member of the Hearings Committee for matters arising under the Resource Management Act 1991.
