Hereweka Harbour Cone Management Plan Stage 2

What we are proposing

The DCC’s current Hereweka Harbour Cone Management Plan has not been comprehensively reviewed since it was adopted in 2012. The draft Plan signals an intention to gazette the land as a reserve, strengthening its long-term protection and management framework. It places more emphasis on ecological restoration, catchment health, and landscape and heritage protection, while also providing a stronger mana whenua partnership framework, clearer direction for recreation and visitor management, and more flexible, future-focused management approaches.

The Dunedin City Council is seeking submissions on the future of Hereweka / Harbour Cone.

The DCC is seeking public feedback on its Draft Hereweka Harbour Cone Management Plan 2026 (the draft Plan).

In particular, we are interested in your views on whether the draft Plan appropriately responds to the issues, challenges, and opportunities identified for the property, and whether it provides clear direction for its future use, protection and management. Your views will help shape the final plan.

What happens next?

The submission period is from Thursday, 10 September 2026 until Tuesday, 10 November 2026 at 5pm.

Following the close of submissions, hearings will be held to allow submitters to speak to their submissions. The hearing date(s) will be advised directly to submitters.

After considering submissions and hearings, a final Management Plan will be prepared for consideration by Council.
