Helping homeless in Ōtepoti Dunedin

Concerned about someone you think is homeless or may become homeless?

The Dunedin City Council (DCC) works with social service and health providers, police and businesses to help homeless whānau in our community.

Sleeping outside is not illegal but we can try to help people who want support.

If you witness behaviour that is aggressive, threatening, or anti-social, call the Police on 105 for non-urgent matters.

Dial 111 for urgent concerns and emergencies.

Like most cities in Aotearoa-New Zealand, the rate of homelessness has increased in Ōtepoti Dunedin.

We collaborate closely with social service providers, government agencies and other organisations to connect those in need with support to help homeless whānau.

We also work to ensure our streets, parks and public spaces are safe and accessible for everyone.

Homeless

Homelessness is a complex social issue, with no simple solution.

Homelessness is defined as people without shelter, in temporary accommodation, sharing someone else’s private dwelling, or in unhabitable housing.

A number of factors and circumstances can contribute to an individual becoming homeless, including:

  • Cost and availability of housing
  • Discrimination
  • Family breakdowns
  • Unemployment and debt
  • Poor mental or physical health
  • Drug or alcohol addiction
  • Traumatic life events.

Homeless Outreach Advisors

The DCC is providing further support for homeless people and those vulnerable to homelessness in Dunedin.

Homeless Outreach Advisors are a new resource to help whānau experiencing homelessness. Connecting directly with homeless people in the community, our advisors work to understand their needs and connect them with services including housing options, healthcare, mental health support, addiction services, and income assistance.

The team of Homeless Outreach Advisors coordinates with community-based providers which are already providing invaluable support and are able to identify gaps in support where more help could make a difference.

Community housing

There are many DCC services that help people in need and improve housing options for residents, including DCC Community Housing which holds 940 units to house people in need. This housing portfolio is among the largest held by a Council in Aotearoa New Zealand.

The DCC continues to work in cooperation with private, public and philanthropic sectors to help achieve a range of safe and healthy housing solutions.
