Consultation on WEPS tranche 2 (air/odour and metals)

Consultation on two proposed additional national wastewater environmental performance standards.

Tranche Two Wastewater Standards discussion document published and outlines the proposals and poses questions for feedback.
Wastewater standards are intended to support greater national consistency, provide clearer expectations for public wastewater networks, and help improve environmental and public health outcomes while supporting more efficient consenting processes.  
The latest proposed standards, as set out in the discussion document, build on the first set of wastewater standards, which were made into law in December 2025. We are seeking feedback on the approach, likely implementation considerations and areas where more clarification or supporting guidance may be needed. The accompanying technical advice provides further detail on the evidence and analysis that informed the proposal
Feedback will help to inform our final advice to Cabinet and ensure the standards are clear, evidence-based and practical to implement for councils, water organisations, iwi and hapū, communities, and the wider water sector.
