Head Start proposal submitted to government

The two unitary authorities comprise an inland group of Queenstown Lakes and the Central Otago District, and a coastal group of Dunedin City, Clutha District and Waitaki, although the latter would be subject to final boundaries being confirmed.

The proposal was submitted as a Head Start option under the government’s Simplifying Local Government initiative, which had a deadline of yesterday, Sunday 9 August. Councils which did not submit a proposal before that deadline will be assigned their future by government through the Back Stop option.

In the joint proposal DCC and QLDC say the separate entities would build on the strengths of Otago's two largest centres, Dunedin and Queenstown, which together provide the region's largest concentration of population, infrastructure capability, planning expertise, regulatory capacity, specialist services, educational institutions, economic activity and investment attraction.

A shared regional services structure could be developed to manage council functions requiring scale, specialist capability and regional coordination.

Dunedin Mayor Sophie Barker says the Head Start proposal gives Dunedin an opportunity to play a constructive role in shaping future local government arrangements, working with Queenstown Lakes District Council to make the most of each area’s strengths.

“Submitting this outline proposal allows us to work collaboratively to create practical, well-considered options, with meaningful community consultation and clear analysis of the financial implications before any final decisions are made. This is about being prepared, engaged, and focused on the best long-term outcome for Dunedin.”

Queenstown Lakes District Mayor John Glover says the proposal gives the district a seat at the table and enables the time for more detailed exploration of a potential governance model.

“It’s important we take ownership of our future and collaborate closely on what will work best for our district and the wider region.  This proposal is just that, it does not represent a final decision on any future council structure.  It simply allows us to positively contribute to the conversation and ensure our communities have the opportunity to be an active part in that,” he said.

The mayors say they hope central government will recognise the deliberately evolutionary nature of their Head Start proposal, which provides a framework for simplifying governance, strengthening regional capability and future proofing growth options for the wider region.
