Local Alcohol Policy review early engagement

The Dunedin City Council wants to know what residents think about alcohol licensing matters to help with a revision of its Local Alcohol Policy (LAP).

An online survey is open from Monday 11 May to 5pm Friday 5 June, on the DCC website.

The DCC is required to review its LAP at least every six years.

A Local Alcohol Policy aims to minimise the harm caused by excessive or inappropriate consumption of alcohol. The policy only includes matters to do with licensing.

General Manager Corporate and Regulatory Services, Paul Henderson, says, “A range of possible options for change have been identified and we are open to other suggestions. The survey is open to all, but we expect it will be of particular interest to community agencies and those who hold licenses for the sale or supply of alcohol, such as those in the hospitality industry, clubs, and off- and on-licenced premises.

“We seek to balance the statutory requirements and object of the Sale and Supply of Alcohol Act – the safe and responsible sale, supply, and consumption of alcohol – with meeting the reasonable needs of residents and businesses, and the city’s desire to support vibrant, sustainable and resilient communities. We encourage people to look at our current LAP and then use the survey to let us know what you think needs to change or stay the same.”

The review is at stage two in a three-stage engagement process. The first stage was with key stakeholders, including Police, Health New Zealand/Te Whatu Ora, Te Rūnaka o Ōtākou, Safe and Well Ōtepoti, Alcohol Licencing Inspectors, tertiary institutions, Otago Rugby Football Union, Hospitality NZ, and two supermarkets, along with further research and information updates.

Mr Henderson says, “Now, in the second stage we seek the feedback of a wider range of stakeholders and the public on what they think should be in the LAP.

“The last stage will be to form a draft LAP which, with Council approval, will be presented for consultation to the public and stakeholders, with a hearings process.”
