DCC selects new roof option for Edgar Centre

The Dunedin City Council has selected a preferred option for a roof replacement at Dunedin’s Edgar Centre Wool Store building.

A staff report considered at today’s meeting said the DCC-owned building at 116 Portsmouth Drive has ongoing issues with roof leaks, condensation and the ageing condition of the Wool Store roof.

Through the 9 year plan 2025–34, Council approved funding to undertake the detailed design and replacement of the roof, noting that the project budget and timing would be confirmed following completion of the design work.

That followed advocacy by the Edgar Centre Trust, which operates the building on DCC’s behalf, during consultation on the 9 year plan 2025–34. The Trust highlighted the ongoing operational impacts of the roof leaks and the importance of maintaining the Edgar Centre as a key community sports and recreation facility.

Since then, staff have completed detailed investigations, assessed replacement options, developed a preferred solution and refined the project cost estimate.

Councillors were asked today to select the preferred option for the roof replacement work, and also whether staff should investigate the potential to install photovoltaic (solar) panels as part of the project.

Four options for the roof were assessed, and the two strongest-performing options identified – a rolled-on-site profiled profiled metal roof costing $7.2 million (or $8.9 million with additional insultation), or a Kingspan insulated roof panel system costing $11.6 million.

The rolled-on-site profiled profiled metal roof was considered to be the best overall option.

Two other options – a long-run profiled metal roof, or retrofitting an insulated roofing system over the existing roof – were not recommended by the staff report.

The staff report also said solar generation was not part of the roof replacement project, and would be at additional cost, but it was an opportunity Council might wish to explore given the scale of the available roof area at the Edgar Centre.

Following debate, Councillors at today’s meeting voted to approve a new rolled-on-site, non-insulated, metal roof without translucent sheeting panels for the Wool Store building.

All Councillors voted in favour of the option.

Staff would also commission an independent structural engineering peer review of the structural alterations and strengthening required for a conventional long-run profiled metal roof for the Edgar Centre Wool Store building.

Councillors voting in favour of the peer review were: Deputy Mayor Lucas, Cr Chambers, Cr Galer, Cr Hall, Cr Lund, Cr Mayhem, Cr Simms and Cr Walker.

Those voting against were: Cr Garey, Cr Laufiso, Cr Ong, Cr Treadwell and Cr Weatherall.

Staff would also prepare a feasibility study considering all the structural implications of potentially adding a roof-mounted solar system.

Those voting in favour were: Cr Chambers, Cr Hall, Cr Simms, Cr Walker, Cr Garey, Cr Laufiso, Cr Ong, Cr Treadwell and Cr Weatherall.

Those against were: Deputy Mayor Lucas and Cr Lund, Cr Galer and Cr Mayhem.
