Dunedin City Council – Kaunihera-a-rohe o Otepoti

Proposed Speed Limit Changes

We’re proposing speed limit changes for John Wilson Ocean Drive, Kettle Park Road, Dalziel Road, McMaster Road and a section of Three Mile Hill Road. These proposed changes aim to ensure the speed limits better reflect how these roads are used, and make the roads safer for everyone.

We’re seeking public feedback on these proposals, with consultation open until 5pm on Monday 30 November 2026. You can submit on as many or as few of the roads as you would like.

How did we get here?

In 2023, Dunedin City Council (DCC) consulted on a draft Speed Management Plan that included proposed speed limit changes across a number of roads in Dunedin.

Following the introduction of the Land Transport Rule: Setting of Speed Limits 2024 (the Rule), the draft Speed Management Plan could no longer proceed. The Rule introduced a new process for setting speed limits and required road controlling authorities like DCC to undertake additional public consultation before making decisions on proposed speed limit changes.

As part of this new process, Council has reviewed some roads that were previously identified through the draft Speed Management Plan.    Considering additional concerns raised by the community, this review identified John Wilson Ocean Drive and Kettle Park Road, Dalziel Road, McMaster Road and Three Mile Hill Road as having the strongest justification for speed management under the current Rule.

We've proposed these speed limit changes to reflect how the usage of some of these roads has changed, as well as other factors like increased pedestrian and cyclist activity, residential growth, community concerns, and road safety risks.

What speed limit changes are we proposing?

We are seeking feedback on the following proposals:

  • John Wilson Ocean Drive and Kettle Park Road: Reduce the speed limit from 50 km/h to 30 km/h.
  • Dalziel Road: Reduce the speed limit from 70 km/h to either 50 km/h or 60 km/h.
  • McMaster Road: Reduce the speed limit from 100 km/h to 60 km/h.
  • Three Mile Hill Road: Reduce the speed limit from 80 km/h to 60 km/h on a 1.82 km section of winding road.

What is the process for proposing these changes?

Council was informed of this consultation on these proposed speed limit changes on 2 September 2026.

Public consultation will help inform Council's consideration of the proposals before any decisions are made. It is also a requirement for speed limit changes under the Rule.

After consultation closes, a Hearings Committee will consider submissions and make recommendations to Council. You can choose to speak at a Hearings Committee on your submission; this option is available to select on the submission form .

Council will then consider each proposed speed limit change individually before making a final decision.
