Kenmure area pipe renewals

We are currently replacing approximately 10km of aging water supply, foul sewer and stormwater pipes in the Kenmure area. Some of these pipes are over 80 years old and the system is due for renewal.

The Project

The map below shows the four work areas, with work having started in Area 1 in March 2025. Work is likely to be carried out in stages in the separate areas for several reasons including budget, contractor availability and timing of the works (e.g., drainage work carried out in Area 1 while drinking water work is carried out in Area 2).

Kenmure work areas

  • Area 1

Downer will return to Area 1 in November 2025 to continue replacing the wastewater pipes in Bowler Avenue, English Avenue, Blair Street and Stansfield Street. Work is planned to commence in Blair Street, we will be in touch with affected residents to advise how this may affect them. This stage is expected to take up to six months. The replacement of the water mains will need to be planned after that. There is no schedule yet to renew the service in Elgin Road.

  • Area 2

Downer will be commencing work in November 2025 to replace the water main in Barr Street. This work is expected to take up to six months. Once this work is complete, we will need to return to replace/renew the stormwater and wastewater pipes.

  • Area 3

Work in Kenmure Road has currently been deferred. There is no current timeline projected for this work to take place.

  • Area 4

This area will primarily be work on Dunedin City Council pipes within private properties. It is likely the preferred option will be to reline these pipes. This work has not yet been planned and does not yet have a timeline.

We will work with the contractor to minimise disruption to residents. However, the work will involve traffic management (including road closures) and water shutdowns when the new pipes are connected and the old pipes are decommissioned. Please be aware that as we are replacing both drinking water and drainage pipes (including sewerage), a lot of care must be taken to avoid any cross contamination which usually means that the sewer and drinking water pipes are not worked on in the same area at the same time – we may need to visit your street more than once.  If work is scheduled for your street, the contractor will notify you beforehand and let you know about any disruptions.
