The parks, reserves, sports grounds and other green spaces in the Mosgiel Recreation Area Dunedin are enjoyed and appreciated by many people.
We are asking for the views of residents in the wider Dunedin area on our draft Mosgiel Recreation Area Reserve Management Plan.
The draft plan outlines the ways we propose to improve and manage the area and aims to better reflect the site’s recreational, biodiversity, cultural and mana whenua values.
Why do we need a management plan?
Under the Reserves Act 1977, we’re required to develop management plans for all reserves under the DCC’s authority. Under the Act, we must consult with the public when we create or review a management plan.
Currently, the reserves within the Mosgiel Recreation Area are covered by our General Policies Reserves Management Plan and the Sportsground Management Plan. The draft plan is a new site-specific plan for the reserves identified in the Mosgiel Recreation Area.
What reserves are covered by this plan?
The Mosgiel Recreation Area includes the following reserves: Mosgiel Memorial Park, Mosgiel Memorial Gardens, Peter Johnstone Park (including Murray Street Playground) and the Silverstream Bank Reserves.
What we’re proposing
We are aiming to improve recreational and educational opportunities for reserve users and the Mosgiel community. Ideas include improving maintenance of reserves and their amenities, improving public accessibility and wayfinding to and within the reserves, improving biodiversity within the reserves and better spatial planning to prevent ad hoc development. We also want to honour mana whenua values through interpretation and storytelling projects.

Stage 2 consultation
Consultation is carried out in two stages – in the first stage, we asked for residents’ opinions on the draft plan. Submissions were then considered in the formation of the draft plan.
In the second stage, which which was from 27 January 2025 until 31 March 2025, residents had their say on the draft Mosgiel Recreation Area Reserves Management Plan. Feedback is considered by the Council and fed into the final plan.
