The use of footpaths for commercial purposes helps create a vibrant atmosphere in the city. However, a footpath primarily remains a place for pedestrians to move around our streets, and this takes priority.
The Parking Services team are responsible for ensuring that owners of businesses comply with the conditions for commercial use of footpaths in conjunction with the Trading in Public Places Bylaw, when considering the placement of street furniture, goods and portable signs.

Rental scheme operators (e.g. e-scooter hire companies)
- Rental scheme operators need a permit to operate in Dunedin under the Trading in Public Places Bylaw.
- Operators must provide a detailed plan of how they intend to deliver a safe and efficient rental scheme. This will form an agreed Code of Practice with which companies must comply.
- The Dunedin City Council (DCC) may, at its discretion, allow more than one rental scheme operator in Dunedin.
- An annual permit may be applied, and a fee will apply.
