Making a planning application

Applications for resource consents and other planning activities can be made online or by submitting a hard copy form.

Before submitting your application

Please ensure you have all the required supporting documentation at the time of submitting your application, to avoid delays.

Depending on the type of application, you may need to submit:

  • An assessment of effects on the environment (AEE) Plans
  • Written approval from affected neighbours/parties
  • Other supporting documents relevant to your particular application.

Please note: Do not submit password protected or zipped files as we cannot access these and will need to request accessible documents which may hold up the application processing.

Submitting your application online

You need to register as a user to sign in and apply for planning applications. Once you have submitted your user registration, an email will be sent to the email address provided confirming the log in is ready to use.

You can submit a planning information enquiry without being a registered user.

Once you start your application you do not need to complete it all at once. The portal will save your progress as you go, and you can log back in and complete the application later. To continue your application, log in to the portal, go to the Applications menu at the top of the screen and select Edit Application. Your application will be available to edit for one month.

The online portal will time out after 40 minutes of inactivity. If this happens you can log back in and find your application in the Applications menu and continue with your submission.

Submitting your application by hard copy

All planning application forms (including some forms that are not able to be submitted online) and helpful checklists are available in PDF format at: Planning forms and guides. These can be printed and submitted as hard copies if your application requires it.

What happens next?

Once you have submitted your application you will receive an acknowledgement of your application. Your application will be checked for completeness before being accepted for processing. The statutory processing timeframe does not start until a complete application is submitted.

Each application has a member of the DCC’s Planning team assigned to it, and your assigned Planner will be in touch.

You may be required to pay a fixed fee or deposit before your application is processed, however the Planner assigned to your application can discuss this with you.
