Planning for housing in Dunedin

Dunedin is growing and the DCC is looking at what housing will be needed in the city over the next 30 years.

This work includes considering what areas could be rezoned for new houses (greenfield sites) and where more homes, such as apartments and townhouses, could be built in existing urban areas (intensification).

A wide range of factors need to be considered as part of this work including:

  • central government policy
  • Dunedin’s Second Generation District Plan (2GP) policies, such as not building in outstanding natural landscapes and in areas with a high hazard risk
  • the availability of services such as water, wastewater, stormwater, roads and public transport
  • what is planned in terms of service upgrades and expansion.

We also need ideas from the community to help us work out the best approach. Please fill out the survey below so your ideas can be included in future changes to the 2GP or other Council plans and strategies.

People will have another chance to give feedback on how and where the city should grow when a variation to the 2GP goes out for formal consultation in 2020.

Here are some terms we’ve used in the survey.

‘Intensification’ means more houses would be built in existing residential areas, for example:

  • adding an extra house in a back section
  • replacing an existing house with two or more new ones
  • replacing existing houses with terraced housing or apartments
  • allowing a single house to be divided into several flats.

‘Greenfield rezoning’ allows houses to be built on undeveloped land, usually around the fringes of existing residential areas.
