For events where food trucks and mobile traders wish to trade on Dunedin City Council (DCC) Parks and Reserve land, e.g., park, reserve, sports field or car park, a permit is required as outlined in the Trading in Public Places Bylaw 2025.
To assist with processing, we recommend event organisers submit one application per event, with details of all the traders involved, along with a site plan. An individual permit must be obtained for each trading activity or event.

Food trucks and food stalls
All suppliers of food to the public must meet the requirements of the Food Act 2014.
Any food vendors who operate commercially at any event must hold a certificate of registration under the Food Act 2014. This could be issued by Ministry for Primary Industries (MPI) or any territorial authority, such as the DCC. Event organisers are encouraged to check the registration status of all commercial food vendors and only use registered operators.
Most commercial operators at events will hold a Mobile Trading Permit but there may be times where fixed-premises operators also wish to trade. For a commercial operator who doesn't commonly trade away from their usual premises, it is recommended they discuss their plans with DCC Environmental Health staff beforehand to ensure appropriate facilities and controls are arranged and provided.
Making food for fundraising purposes
Sausage sizzles, and selling food like jams and cakes, are popular ways to raise money for good causes.
If you intend to sell food to the public for fundraising purposes less than 20 times a year, you do not need any food permits or registration. However the Food Act 2014 still places the responsibility on you, as the food producer, to ensure you sell safe and suitable.
