Community grants criteria

Provide grants under $5,000 to non-profit organisations which serve the social, educational, cultural or environmental wellbeing of the community.

As well as the DCC grants funding general criteria the following criteria apply.

  • Projects /activities must contribute to achieving the Social Wellbeing Strategy, Manaakitanga and Stronger Communities Pathways priorities of:
    • -Dunedin people feeling included in their local communities and the wider city
    • -Dunedin people being connected to the places they need to go by safe, affordable, and user friendly transport options
    • -Dunedin people participating in community and city wide affairs
    • -Dunedin people having access to lifelong learning opportunities
    • -Dunedin being comprised of strong, vibrant neighbourhoods and communities
    • -Dunedin celebrating its identity and cultural diversity
    • -Dunedin communities being resilient and having good access to information and resources
    • -Dunedin people having good access to health services
    • -High levels of participation in recreation and leisure activities
    • -Dunedin people being safe and feeling safe in their homes, neighbourhoods and public places.
  • Organisations must not act as funding bodies and preference is given to incorporated societies or trusts; however, informal organisations may apply.  Examples of groups which could apply are self-help/support, neighbourhood, ethnic, environmental, social service, youth or senior citizen groups.
  • Funds must be for a project which responds to an identified community need including:
    • -New or existing programmes and services
    • -Equipment, materials, facilities development
    • -Training of volunteers
    • -Promotion of services and activities
    • -Salary contributions up to $5,000.

Example of qualifying projects include running a training programme for volunteers; a promotional event to gain new members; setting up a new service.

  • Under the Dunedin City Council Community Grants Scheme a grant of up to $2,000 may be made for facilities upgrading or development (but not maintenance).
  • Schools, pre-schools, kindergartens and churches applying for equipment or facilities funding must show that outside organisations use the facility or equipment at least 20 hours per week.
  • Applicants to the Dunedin City Council Community Grants Scheme must contribute at least 30% of the cost of the project for which they are applying.  Contributions can include donated material and professional services.
  • Organisations may only apply to the scheme for up to one project per year.
  • The maximum grant is $5,000.

Review - Clarity in regard to Grants Policies and Food

In February 2025 a review was undertaken, to provide clarity for Dunedin City Council (DCC) staff and Councillors about whether food costs can be supported through the DCC’s contestable grants funds.

Recommendations

Following the findings of this review, that:

a) The DCC’s Grants Funding General Criteria is amended to include a reference/criteria to “food”, “catering”, and “alcohol”, and which is consistent with the criteria for individual grants;

b) Publicly available information about the DCC’s Small Project Grants is amended to include the line “Food is excluded for Small Project Grants only. This restriction does not apply to other DCC grant types which have their own criteria”.
