Construction Zone Permits and permits for a skip or shipping container

You will need to apply for a permit if you require a parking area near a demolition, construction, or building zone to be designated as a construction zone parking area for vehicles, or you want to place a skip or a shipping container on a public road.

Before you apply, make sure you are aware of the conditions associated with this permit.

Conditions of the Construction Zone Permit

  1. Applications must be received at least 30 business days before the park is required.
  2. Construction Zone Permits are only available for motor vehicles directly related to work on a construction site.
  3. Complaints relating to unauthorized parking in construction zone parking areas should be directed to the Dunedin City Council (DCC) by calling 03 477 4000. Permit holders are not authorised to arrange for vehicles to be towed away.
  4. Construction zone parking areas will not be placed in the following locations:
    1. "No Stopping” areas; or within 6m of an intersection or any areas where parking or obstruction may cause safety concerns.
    2. Where a construction zone parking area would cause ’serious disadvantage’ to frontage occupiers.
    3. In any area where traffic safety may be compromised.
    4. Where pedestrian access and/or safety is affected or ’seriously inhibited’.
    5. On any approach, or within a minimum of 25m of a signalised intersection.
  5. The construction zone parking area must be defined by the placement of signs and markings. The signs shall consist of a regulatory parking sign with the words ”Authorised Vehicles Only In This Area At All Times” and a supplementary ”CONSTRUCTION ZONE” sign. A yellow painted parking box will designate the extent of the area. The restriction applies 8am – 6pm, Monday to Saturday.
  6. The park cannot be installed nor used for this purpose until the fee for the installation, maintenance, removal, and reinstatement of any parking meters, street furniture, signs and road markings, as well as any lost parking revenue, has been met by the applicant.
  7. The cost of repairs for damage to the road surface or street furniture shall be met by the applicant.
  8. Loss of revenue due to the required removal of parking spaces may incur a fee.
  9. Construction Zone Permit fees are reviewed annually and are set out in the DCC’s Fees and Charges.
  10. Invoices for Construction Zone Permits shall be settled on a monthly basis.
  11. The dates required for the Construction Zone Permit application are indicative and time extensions are permitted.
  12. The monthly hire fee will continue until you provide a confirmed end date. You must advise of this date in the preceding month to allow time to reinstate the area to its original configuration.

  • Loss of revenue, which may incur a fee.
  • Cost of installing and removing signs and markings.
  • Possible damage to the road and street furniture.

If your application is approved, payment needs to be made before the construction zone parking area is installed.

Follow all parking regulations and bylaws.

Skips and Shipping Containers Permit

The placement of skips and shipping containers, or storage of building materials, in parking areas, public roads, or reserves, is only permitted with written approval by the DCC.

Skips and Shipping Containers Permit fees

There is no charge for a skip placed in a residential area for private use but skips for commercial use and/or placed in a non-residential area, such as the Central, Suburban or Industrial Business Districts, will incur a permit fee. The placement of a shipping container incurs a permit fee regardless of its intended use or area of placement.

Conditions of the Skips and Shipping Containers Permit

Position the skip or shipping container safely:

  1. It must not be hazardous or a nuisance to any road or footpath user (otherwise the applicant will need to remove it at their own cost).
  2. Place it so the visibility of signage and markings delineating the construction zone isn’t impeded.
  3. It must be placed away from manhole covers and access points to underground services, and more than 50cm away from fire hydrants.
  4. It must be wholly on the road (not partially on the kerb edge or footpath), using blocks if needed for levelling.
  5. Leave at least 1m between it and driveway access points so that vehicles can easily go in and out.
  6. A shipping container or skip located anywhere on a road reserve must have:
    1. White and reflective markers (100mm x 100mm minimum) facing oncoming traffic.
    2. The company’s contact details (24-hour contact number).
  7. The DCC must be advised about:
    1. The use of any skip or shipping container prior to its installation.
    2. Any changes to the location of a skip or shipping container within the construction zone.
  8. Loss of revenue due to the required removal of parking spaces may incur a fee.

  • The number of parks a skip might remove.
  • The materials to be held within the skip or shipping container.

If your application is approved we will send you the permit, along with the invoice if there is a fee to pay.
