November 2020
The map below shows the four zones where work has been completed in zones B, C, D and E. The final works in zone A started in November 2020 and is scheduled for completion in late 2021.
The schedule of works has been adjusted to allow for necessary changes in design and contracts being awarded.
-
June 2020
Work in Zone E has been delayed due to COVID-19. Extra work is now required and is expected to be completed in July/August 2020.
There is a planned water shutdown from 8pm Thursday, 18 June to 3am Friday, 19 June on the North Road and Gladstone Road intersection. Affected properties will be notified and asked to draw off water for use during the shutdown. Due to the water supply infrastructure in the area some properties may notice a drop in water pressure for the duration of the shutdown.
-
February 2020
Zone E
The work to replace pipe infrastructure is continuing on Maybank, Frame and Craigleith Streets and North Road. The DCC is also reinstating kerb and channel (gutters) and the carriageway in Carlyle Street.
There is a planned water shutdown on North Road from 8pm Tuesday, 18 February to 3am Wednesday, 19 February. Affected properties will be notified by mail. The shutdown could result in loss of water or reduced pressure.
-
November 2019
Zone C
The work to prepare the ground for new pipes is now complete. Pipes in Carlyle Street and Cornhill Street have been installed. The DCC will replace some of the kerb and channel (e.g. gutters) and once the work in the streets has been finished. Road marking will be done. Some water main connections onto North Road will be completed in the New Year.
Zone E
Contractors are currently working in Frame Street and Maybank Street. There will be traffic management in place, including road closures. Excavation work is expected to be finished in December, allowing roads to be re-opened prior to Christmas. Contractors will start returning to the area in early January.
-
October 2019
Work on the water supply network on Bank Street and North Road is programmed to be done on Monday 21 October (from 10am to 2pm) and again on Tuesday 22 October (from 8pm to 1am).
Water will stay on, however, residents may experience reduced water pressure. The work is timed when there is less demand on the water network and will cause the least amount of disruption to the North East Valley and Opoho areas.
Should the weather prove unsuitable, then this work will be rescheduled for a later date.
Once the work has been completed there may be some discolouration and/or air in the system. This should clear within a few hours.

July 2019
Night work on North Road – pipe laying by Gladstone Road
As part of the project to replace old pipes in North East Valley, the wastewater pipe that runs across North Road to the entrance of Gladstone Road (opposite Gardens New World) is being replaced.
This work will be done at night to minimise disruption to local businesses and keep traffic flowing through the busy intersection.
We expect work to start on North Road on 14 July. Traffic controls will be set up from 7pm each night and work will finish at 6am the following morning. All going well, we expect this night work to be completed by 19 July.
At this stage, we do not need traffic detours and footpaths will stay open. The north-bound cycle lane will start slightly further north.
The work will be done across North Road in three stages (shown below), with traffic controls being adjusted as we work across the road. We will do our best to keep one lane open each way at all times. From the south-bound lane, traffic will be able to turn left, drive straight on or turn right. Traffic flow through the intersection will be monitored, and the traffic light timing adjusted if needed to avoid congestion.
If there are any difficulties on site, traffic may need to be controlled using stop-go signs.
Parking on North Road, between Gladstone Road and Carlyle Street, will not be available during this work. A couple of parks outside Gardens New World will also be removed for some stages of the work.
The no.8 Normanby-bound bus will take an alternative route between Woodhaugh and the Gardens to avoid turning left from Bank Street onto North Road. There will be a temporary stop on Great King Street at the Gardens Ground and the bus stop outside the SPCA Op Shop will be temporarily moved further along North Road. The St Clair-bound bus and all other buses will follow their normal routes.
We will aim to minimise noise and do any noisier work early in the evening.

April 2019
Zones C and E
The contract for work in the Gladstone Road (Zone C) and Frame Street areas (Zone E) was awarded to Fulton Hogan at the end of March 2019.
Work will start in the Gladstone Road area in early May. All going well, we expect this work to be finished by the end of November 2019.
We are holding a drop-in session on 15 April at the Nga Maara Hall (Sacred Heart School) to let residents and other affected property owners in the Gladstone Road area know about our construction programme and arrangements for access and parking.
Work in the Frame Street area will start once the Gladstone Road work is complete.
Zone D
Work in the Warden Street area is complete. Downer will continue to attend to any issues reported with the new road and water services until October 2019, and then the DCC will take over maintenance.
Zone B
Work on water and wastewater pipe renewals in the area from Blacks Road to Calder Avenue is nearing completion.
Renewals on Gillespie, Marquis, Balfour, Royston, Grey and James Streets are complete other than some minor tidy-up.
We have also finished replacing water pipes on Longworth, Dalmeny and Calder Streets and on Primrose Bank. The old pipes are currently being taken out of service and this work involves removing old hydrants and valves from the road.
We have begun replacing wastewater pipes on Dalmeny Street, which we expect to finish by the end of April. We will then start replacing old wastewater pipes on Calder Avenue, which is the final stage of work in this area.
All work in this area is expected to be finished by the end of May.
-
December 2018
Zone D
Work in the Warden Street area was completed at the end of October, other than some minor tidy-up.
Over the next six months, we will apply a chip coat seal over new road patches on Opoho Road and Farquharson Street to improve traction for vehicles. Blacks Road will also be resealed in the current road-sealing season.
Water pressure in Farquharson Street will be increased, significantly improving fire-fighting capacity on the street. Properties affected by the increase in pressure will be notified before the pressure is changed.
We would like to thank everyone who lives in the area or was affected by this work for their patience and co-operation during construction.
Zone B
Work on water and wastewater pipe renewals in the area from Blacks Road to Calder Avenue is well underway.
Work is complete on Gillespie, Marquis, Balfour and Royston Streets other than some minor tidy-up.
New wastewater pipes have been installed on Grey Street, between James Street and Blacks Road. Work on the water pipes in this section is nearing completion, and then the road will be reinstated.
We have started replacing water pipes on James Street. The main pipe has been installed and we have begun transferring properties over to the new water service. The replacement of wastewater pipes in James Street will begin in January.
Work is underway on Calder Avenue.
Over the next two months, we will start water and wastewater renewals in:
- Dalmeny Street
- Primrose Bank
- Longworth Street (water pipe replacement during the school holidays).
The whole project in this area is expected to be complete by the end of April.

July 2018
Thank you to all who have attended our drop-in sessions.
Zone D
The contract for work in the Warden Street area in Opoho (Zone D) was awarded to Downer in January 2018. We held a drop-in session in February to let local residents know about our construction programme and arrangements for access and parking. Work started in this area in early March. As of mid-July, we have installed new water and wastewater pipes on:
- Warden Street, from Farquharson Street to Blacks Road
- Warden Street, from Opoho Road to 34 Warden Street
- Opoho Road, from Signal Hill Road to Warden Street
- Farquharson Street, from Signal Hill Road to halfway up the street.
We have also installed a new kerb and channel on upper Warden Street.
In June, we decided to pull the pipe-laying crew out of Farquharson Street to free up some vehicle access for residents. This will slightly delay completion of the work.
Over the next two months, we will:
- complete the pipe renewals in Farquharson and Warden Streets
- complete the kerb and channel renewals on lower Warden Street
- resurface the footpath on Warden Street
- dig out and prepare the road on Warden Street for resurfacing.
Once the road is prepared in September, we will keep an eye on conditions to make sure we resurface the road at the best time. All going well, we now expect work in this area to be finished by mid-October 2018.
Zone B
Work on water and wastewater pipe renewals in the area from Blacks Road to Calder Avenue (Zone B) will begin in August 2018 and is expected to be complete by the end of April 2019. The contract for this work has been awarded to Fulton Hogan. An information session has been held to tell local residents about the project and address any concerns.
We are replacing pipes in Gillespie, Marquis and Balfour Streets from early August. This stage is expected to be completed by the end of October.
Pipe replacement on Grey Street will start in mid-August. James and Royston Streets are also included in this stage and will follow on from the Grey Street work. This stage is expected to be completed by mid-December.
We are expecting to start replacing pipes in Dalmeny Street, Primrose Bank, Calder Avenue and Longworth Street around November.
