Local elections

Local elections are held every three years by postal vote. In Dunedin they give residents and other ratepayers the chance to vote for a Mayor, 14 Councillors, Community Boards and the Otago Regional Council.

2026 by-election

Voting for the Dunedin City Council by-election closed 12 May at midday. This by-election is to fill the vacancy caused by the unexpected death of Councillor Jules Radich in 2026.

  • Official Notice of By-election - Dunedin City Councillor

    A by-election is required to fill an extraordinary councillor vacancy for the Dunedin City Council. The vacancy has arisen from the recent death of Jules Radich.

    Nominations

    Nominations for the above position open on Monday 2 February 2026 and must be made on the official nomination form. Copies of the nomination form and a by-election information sheet can be requested from the Dunedin City Council office, downloaded from www.dunedin.govt.nz/council/electoral-information or from the electoral officer (see contact details below).

    Completed nomination documents must be received by the electoral officer no later than noon on Monday 2 March 2026. Each nomination must be accompanied by a deposit of $200 incl GST, payable by EFTPOS, cash or online banking (see nomination form for bank a/c details).

    Candidates are encouraged to also submit a candidate profile statement and recent colour photograph. The requirements for the profile statement and photo are set out in the information sheet which is available with the nomination form. All nomination documents must be lodged together. Candidates should refer to the information sheet/candidate guide for further details.

    Electoral rolls

    Preliminary electoral rolls for the by-election can be inspected at the following locations during office hours from Monday 2 February 2026 to Monday 2 March 2026:

    • Mosgiel Library/Service Centre, Hartstonge Avenue, Mosgiel
    • Port Chalmers Library/Service Centre, Beach Street, Port Chalmers

    • Waikouaiti Library, Main Road, Waikouaiti
    • Blueskin Library, Harvey Street, Waitati
    • South Dunedin Library, 148 King Edward Street, South Dunedin.

    Residential electors may enrol or amend their enrolment details on the electoral roll:

    • Online at www.vote.nz
    • By texting your name and address to 3676 to get a form sent to you
    • By calling 0800 36 76 56 to ask for a form to be sent to you
    • By email request to enquiries@elections.govt.nz

    Applications for registration as a ratepayer elector are to be made on the non-resident ratepayer elector enrolment form available wherever copies of the electoral rolls are displayed and must be returned to the Dunedin City Council electoral officer before 4pm Monday 2 March 2026. Online applications for ratepayer elector registration can also be made through the non-resident ratepayer portal: www.electionz.com/ratepayer

    Updates to the preliminary electoral roll close at 4pm on Monday 2 March 2026.

    Election Details

    If a voting process is required to fill this vacancy, it will be conducted by postal voting using the Single Transferable Voting (STV) electoral system. Candidate names will be listed in random order on the voting papers. The voting papers will be mailed out to electors on Friday 10 April 2026 and voting will close at midday on Tuesday 12 May 2026.

Residential and non-residential ratepayer electors

Residential electors

If you are registered to vote in Parliamentary elections (a Parliamentary elector), you are automatically enrolled as a residential elector to vote in local authority elections. In local authority elections, the address where you are registered as a Parliamentary elector must be in the same council district you are voting in.

Non-resident ratepayer electors

If you own property in Dunedin but live elsewhere, you may be able to enrol as a non-resident ratepayer elector.

Check your eligibility and enrol online at https://electionz.com/Ratepayers or you can fill out the enrolment form.

    The following elections will be held by postal vote on Saturday 11 October 2025.

    Dunedin City Council

    (Single Transferable Voting electoral system)

    • Election of six members for the Mosgiel-Taieri Community Board
    • Election of six members for the Otago Peninsula Community Board
    • Election of six members for the Saddle Hill Community Board

    • Election of six members for the Waikouaiti Coast Community Board
    • Election of six members for the West Harbour Community Board

    Candidate names will be listed in random order on the voting papers.

    Nominations

    Candidates are encouraged to submit a candidate profile statement and colour photograph with their nomination, for sending out with voting documents to electors.
