Option One – Council's preferred option – Sale of Aurora Energy

I fully agree that Aurora should be sold. But I believe that the funds thus released should be used to pay down Council debt.
However, I believe such a huge and important decision should be decided by the citizenry of Dunedin by way of a referendum. The referendum should be formed by two simple questions:-
Question One:-
Do you agree to sell Aurora?
Question Two:-
If the majority of citizens the favour the sale then how should the funds be used?:-
A: Pay down existing Council debt?
OR
B: Form an investment fund to help subsidize rates?
