Notice of second decision on Plan Change 1 (Minor Improvements) to the Dunedin City Second Generation District Plan (2GP)

On Wednesday 29 October 2025 the Plan Change 1 Hearing Panel will issue its second decision report on the matters addressed at the Plan Change 1, Stage 2 (All Other Topics) hearing.

The decision covers all matters considered at the Stage 2 (All Other Topics) hearing, which addressed submissions on all change proposals from Plan Change 1, except for Change SHB3 (Heritage), which was addressed in the first decision.

The decision report will be available from Wednesday 29 October 2025 on the Plan Change 1 website www.dunedin.govt.nz/2gp-plan-change-1.

The report can be accessed via public computers at the following libraries:

  • South Dunedin Community Library
  • Mosgiel Library
  • Port Chalmers Library
  • Waikouaiti Library
  • Blueskin Bay Library (Waitati).

A hard copy will be available for viewing at:

Status of 2GP once decisions are released

The changes to the 2GP made through the decision will have ‘legal effect’ from the date of notification, meaning they will apply in addition to the existing 2GP rules.

The changes will be ‘deemed operative’ when the appeal period has closed and either no appeals have been received, or appeals have been resolved.

Appeals

Only submitters may appeal the decision, and only in relation to matters covered by their original submission. People or organisations that did not submit on Plan Change 1 cannot lodge an appeal. However, individuals or organisation with an interest greater than the general public may be able to join an existing appeal.

The deadline for lodging an appeal is 30 working days from the date of notification. Thirty working days from 29 October 2025 is 9 December 2025 (as defined under the Resource Management Act).
