Only way a private company would want to buy it is if they can make a profit off it. That profit would come out of everyone in otago's pockets in higher electricity costs which would only be maybe offset by rate payers having to pay less with a wealth fund. More likely rates will go up and electricity costs will go up and the only people to win would be the private company owning the grid.
