You don't give enough information. You come across as stabbing in the dark - what kinds of "diversified investment fund" are you talking about? What do you reckon is stable on planet earth at the moment for investment? I do not know of any success stories of councils selling off public utilities to private ownership... DISASTER AFTER DISASTER AFTER DISASTER wrapped in a blanket of regret from generations down the line ... Neither has this particular council configuration earned my trust. So NO!!!
