Break up three waters and sell them off Separate Companies as
1) Storm Water,
2) Drinking Water
3) Wastewater.
No need to sell them all at once or in the order mentioned.
Use any funds from sale to pay debt off from Aurora Energy.
The council could retain 51% putting 49% up firstly to ratepayers then the remainder on the retail market.
You could use the secondary market which is far cheaper than the NZX.

The aim would be to make modest dividends just better than New Zealand Bank interest rates.
Then if the Council is still so cash strapped after making such a mess of our Main Street Aurora could be 49% sold as well.
The elected officers of the council must do 80% better that they have been doing for the last 20 years when we jumped the gun and sold our assets off under Suki Turner / ( Helen Clarke Govt wish ) - like our power station for one. What a disaster that was. Its been down hill ever since with rate hike after rate hike for nothing much to show for it.
