A purely economic analysis would suggest that a sale is the optimal approach however this decision needs to also factor capability risk.
1. local electricity generation (solar and wind )at different scales and ownerships increasingly will provide a complex grid environment which will need management and investment at a municipal level.
2. Climate change also creates the need for a capability for prioritisation, grid repair and robustness investment at a municipal level.
3. Emerging new networked technologies will require the technical capability to understand impact and opportunity which is not available in other areas of council.
The risk of loss of these capabilities at a time of growing technology and climate uncertainty outweighs the purely economic benefits.
