Funding dividends to DCC by debt is already established practice, as evidenced by the ForBar Stadium funding scheme.
The two options presented fail to acknowledge that Aurora operates its network not solely in Dunedin City but across Central Otago and Queenstown Lakes. While DCC is the owner, those users outside of Dunedin have been required over several years to meet high charges to assist the company relieve its debt burden from years of underinvestment in infrastructure maintenance. To suggest that Dunedin City and its ratepayers should solely be beneficiaries of a sale of the company ignores the valuable contributions of Central Otago and Queenstown Lakes ratepayers in supporting Aurora.
I am sure that elected representatives from the Central Otago and Queenstown Lakes Councils will be advocating similarly that their communities deserve greater recognition in this proposal. Particularly so when Central Otago residents continue to suffer regular, and at times unexplained power outages, which are not the norm in NZ.
