The Council should devolve itself from maintaining a 'distribution network' - I would have a contrary view if it was actual 'generation' however. The proceeds need to be carefuly invested - not, I would suggest, in a diversified fund that will be absorbed, but into a capital appreciating, income generating avenue. A strategy of investing in 'landed' property within the region, minimises risk and generates a legacy for the next generation.
