As an electricity distributor, Aurora Energy's primary purpose is to provide, and maintain the required asset base for servicing the electricity needs of the people in the Dunedin and Central Otago areas. This requires much capital and operational expenditure and I would expect the costs associated with this to be in balance with the costs passed on to consumers, not spent on dividends to the DCC. Interest costs already recognise the funding support that the council provides. Plus the current investment levels are higher due to previously providing dividends when that money should have been invested in the network.
