I have ticked option two because I haven't been provided with sufficient information regarding option one. For example, is it common practice among city councils in NZ to own a single entity like Aurora, or to manage a diversified portfolio? The argument offered that Aurora hasn't delivered a dividend since 2017 does not acknowledge the reasons for its period of accelerated capital spend, and that it will start to deliver dividends in the near future. If the DCC could show that diversified portfolios have resulted in better outcomes for other NZ councils, over extended periods of time, I would consider supporting option 1.
