Do not sell assets.
The money will disappear and 10 years from now you will be in the same position
Aurora is paying the citizens in its network a dividend by maintaining reasonable rates, while it substantially upgrades its networks.
Maybe set some revenue targets that ensure that it repays debt in 10 years and starts paying a dividend after that.
Infrastructure assets are a long game.
Not sure if I'm right - read recent Listener article on the state of waterways in Britain following privatisation of water and sewage there. Who is paying to fix it - ratepayers, even though they don't own it.
