Selling assets is a short-term financial gain. It has been shown over and over by Government and Local Government, that selling assets leads to the customer paying more in the long run and often a poorer service overall. Investments gain and lose money over time but hopefully at the end there is more of a gain (eg. Kiwisaver). Having an asset also requires it to be looked after and not treated as a liability.
