Dunedin City Council – Kaunihera-a-rohe o Otepoti

How we will make the plan

It won’t be easy to come up with a plan to adapt South Dunedin. There are a lot of moving parts.

We have to balance input from two councils, scientists and engineers, planners and policy makers with our mana whenua partners, the community and other stakeholders. We need to know what’s possible, what’s practical, what’s affordable, and what we want and don’t want.

Our strategic goals

Our vision is for improved community wellbeing and resilience through sustainable urban regeneration of South Dunedin.

It will look like this:

  • Reduced risk from flooding and other natural hazards
  • Increased social and economic resilience
  • Environmental and cultural restoration
  • Fair and just changes
  • Community ownership of the process and outcomes
  • Improved urban form in South Dunedin.

How the programme will run

  • What is happening?

This is where the scientists and engineers study the environmental changes and hazards affecting South Dunedin.

  • What matters most?

Once we understand the hazards, we need to understand what the community wants and values and what is at stake because of the hazards.

  • What can we do?

When we know what is at stake and what we want to preserve and protect, we can all come up with a list of options for managing the hazards. The experts will help us narrow down the list to the viable options.

  • Make it happen

We create an adaptation strategy that balances the risks, goals and options. Then we turn that strategy into an action plan.

  • How is it working?

We continue to monitor, review and adjust the adaptation strategy to make sure it is working the way we intended.

What DCC and ORC will do

  • Science and technical

We will understand how the changing physical environment affects natural hazards and risk, now and in the future.

  • Planning and infrastructure

We will manage the hazards and risk through land-use planning, engineering and nature-based solutions.

  • Community engagement

We will partner with the community to identify what they want for the future, work out viable adaptation options and build resilience to cope with change.

  • Strategy and policy

We will integrate research and best practice in our decision making within a changing policy, legislative and regulatory environment.
