What are we doing?
We are studying transport options in Mosgiel to understand how people and goods move within the area and identify any issues people might have getting around.
The study hopes to identify current challenges, future needs, and what improvements could be made using an evidence-based approach. Its findings will guide future transport planning and investment, and help inform Council decisions.
We will be looking at the 'transport network’. This includes roading infrastructure, railways, public transport, safety improvements, cycleways and walkways.
Why are we doing this?
Mosgiel is the largest outlying township of Dunedin and is experiencing rapid housing growth making it the fastest growing area in Dunedin.
It’s important we understand the transport network, the Mosgiel community’s travel and transport needs, and what this growth and demand means for the transport network so we can better plan and invest in improving it.
Scope of study
The Mosgiel Transport Study will look at the wider Mosgiel urban zone, including Outram and Allanton and connections to Dunedin, and across the surrounding rural Taieri plains. The scope, detailed in the image below, also includes neighbouring townships Allanton and Outram as part of the study.
The study will look at all methods of transport and how they are used, including private vehicles, freight, rail freight, public transport, walking, and cycling .
What you need to know
We know there are transport challenges in Mosgiel, Outram and Allanton. This study will help us identify problems, opportunities and give Council strong evidence on which to base its decisions so it invests in the right transport improvements, at the right time and in the right places to help keep Mosgiel moving.
This study is about problem identification and building evidence. Once we have gathered the data and confirmed issues with the community, we can start the conversation about solutions.
With new industrial and residential developments planned in the area, we're also assessing the potential impacts these will have, and when they're likely to occur so we can plan and prepare for future growth across the Taieri Plains.
Improving safety for everyone in Mosgiel is a top priority.
We are looking at all types of transport, including cars, freight, public transport, walking and cycling.
We are working collaboratively with the NZ Transport Agency and Otago Regional Council to share evidence and identify key problems and priorities for Mosgiel's transport network. Note that, while we will work closely together on this project, each organisation will make its own decisions about future transport funding.

In early 2026, we’ll work with the Mosgiel Taieri Community Board and Taieri Network to gather community views about, and experiences of the transport network. We’ll also be keen to hear your hopes and priorities for Mosgiel’s transport network.
